How Employment Start Dates Work in the UAE (DMCC Contracts)

DMCC (Dubai Multi Commodities Centre) is a Free Zone authority in the UAE. It regulates companies that operate within its jurisdiction.


Horizons is registered as a DMCC Free Zone company, not with the UAE Ministry of Human Resources and Emiratisation (MOHRE).


This means:

  • Horizons follows DMCC employment regulations, not MOHRE rules

  • Horizons is exempt from MOHRE Emiratisation quotas and fees that apply to Mainland companies

  • Employment matters fall under DMCC compliance requirements

  • DMCC mediation services may be used for employment-related disputes

Because Horizons operates under DMCC, employment contracts, work permits, and start dates are governed by DMCC regulations. This means that employment official start date may differ from the projected date shown in an employment contract. This is expected and based on how work permits are issued in the UAE.

Below is how it works.


What Determines the Official Start Date?

Employment officially begins on the date the employee’s work permit is issued by the DMCC Authority.

This date is called the Effective Date.
It is the legal and contractual start date of employment.

Even if your contract shows an earlier projected start date, employment cannot begin until the DMCC work permit is issued.


Why Does My Contract Show a Different Start Date?

Your contract may include projected start and end dates. These are provided for planning purposes only.

Under DMCC regulations, the employment term starts on the later of:

  • The projected start date listed in the contract, or

  • The date the DMCC issues the work permit (the Effective Date)

In most cases, the work permit date becomes the official start date.


Why Can the Start Date Change?

Work permit processing depends on local authorities and regulatory requirements. Timelines can vary, and the exact issuance date cannot always be confirmed in advance.

Because of this:

  • Your work permit may be issued later than expected

  • When this happens, your employment start date automatically adjusts

  • Your contract term will also shift to align with the new Effective Date

This adjustment happens automatically and does not require a contract amendment.


In Simple Terms

  • Your employment officially starts when DMCC issues your work permit

  • Any earlier date shown in the contract is only an estimate

  • If the permit is delayed, your start date moves with it

  • The work permit issuance date is always the legally valid start date
